Congressman Ralph M. Hall recently invited high school students throughout Texas District 4to compete in the 2011 Congressional Art Competition. The annual competition is comprised of sixteen counties and over ninety high schools, with the winner of the competition having their artwork displayed for a year in the United States Capitol in Washington, DC.

Congressman Hall is pleased to announce that the 2011 winner for the 4th District of Texas is Ryan Villarma, a sixteen-year-old sophomore at Greenville High School. Ryan's winning piece, "Hidden World", is a "self portrait woven together with a depiction of the bottom of the ocean" done in pencil and colored pencil.

Villarma, whose parents are also both artists, said he has enjoyed drawing and making things for as long as he can remember. He cites artists Salvador Dali, M.C. Escher and Rene Magritte as being particularly inspiration to his work. "I also look at miscellaneous artists on the internet. Seeing how those artists use certain techniques for expression helps me know how to show my own expression."

Darla Abrego, the art teacher at Greenville High School, said, "Ryan is a natural talent, and his self-portrait depicts him perfectly. On the outside Ryan is very quiet and pensive. He appears very introspective and somewhat serious. But, once you get to know Ryan you learn that he is full of personality! He is intelligent and very witty. His creativity and skill always astound me and I look forward to seeing what Ryan will create in the future."

COMMITTEE: 2 OU ADMINISTRATORS DESERVE APOLOGIES.(News)

ATHENS, Ohio -- Two former Ohio University administrators fired after a series of computer break-ins deserve apologies and new jobs, a university grievance committee has recommended.

The committee found ample evidence both Todd Acheson, the director of Computer and Network Services, and Internet and systems manager Tom Reid worked to prevent electronic break-ins on the schools' computers, then were incorrectly blamed for lapsed security.

The committee's report faulted Bill Sams, associate provost for information technology, and other unnamed officials for not reorganizing the school's computer systems and leaving security responsibilities unclear.

Sams announced in June that he will step down once the university names his replacement.

In April, the university discovered breaches in four different computer systems, exposing about 367,000 files containing Social Security numbers, names, medical records and home addresses.

The university later revised those numbers, stating that about 173,000 people's files were affected.

The decision on whether to rehire Reid and Acheson lies with Provost Kathy Krendl.University officials declined to comment because Krendl had not received the report yet.

Reid and Acheson were fired after bearing the brunt of the blame in a consulting firm's investigation of the security shortcomings.

Microsoft president to leave as other managers assume more power.

Microsoft Corp. President Rick Belluzzo said Wednesday he will step down from his position in May as the Redmond, Wash.-based software giant flattens its business structure

The 48-year-old Belluzzo, who joined Microsoft in September 1999 and became its president in February 2001, said in a company press release that "it was the right time to pursue my goal of leading my own company."

Microsoft plans to employ a new structure in which the heads of the company's seven business units will assume greater responsibility and accountability, the release said.

Rob Enderle, an analyst with Giga Information Group, told the Associated Press the resignation was wholly unexpected _ many assumed Belluzzo was being groomed to replace chief executive Steve Ballmer at some point.

"You don't normally put someone in that role in order to take him out of there a few days later or a few months later," Enderle said.

But Christopher J. Galvin, an analyst at J.P. Morgan, downplayed both Belluzzo's departure and the structural changes to Microsoft.

"The world of Microsoft revolves around Bill and Steve," Galvin said, referring to Microsoft Chairman Bill Gates and Chief Executive Officer Steve Ballmer. "Belluzzo was in a very senior position, but there's an amazing number of lieutenants" at the company.

Galvin also said Microsoft is a dynamic company that often shifts its organizational structure. "Microsoft is always kind of changing the players and moving the chairs around to keep everyone fresh," he said.

The company does not plan to replace Belluzzo, who will remain at Microsoft until September to assist with the transition.

Microsoft gave little detail about what it called a realignment of its business structure. "We realized we needed to give our core leaders deeper control and accountability in the way they run their business, while at the same time ensuring strong communication and collaboration across the business units," Ballmer said in the release.

Belluzzo was a rarity at Microsoft, a senior executive who had spent the majority of his career outside the company.

"I am more of an execution specialist than an idea generator," he said in an interview with the Seattle Post-Intelligencer soon after being named to the company's No. 3 position. "I spend most of my time looking for the best ideas, adding my own, and getting teams focused on key priorities."

Before being appointed president, Belluzzo focused much of his attention on the company's consumer operations, including its Xbox gaming system, its MSN Messenger instant messaging system and its Ultimate TV service. Belluzzo also was instrumental early on in the company's .NET initiative for delivering a variety of services over the Internet.

Before joining Microsoft, Belluzzo was briefly chief executive of Silicon Graphics Inc., and previously spent 23 years at Hewlett-Packard Co.

Belluzzo replaced Bob Herbold, a longtime Microsoft executive who continues to work part time for Microsoft in its dealings with industry and political leaders.

UK buyers netting Euro car bargains on the web; MONEY MAIL.

THE internet is forcing down the price of cars with several websites now offering UK buyers thousands of pounds off new and used models.

Vauxhall has responded to a critical report into price-fixing by announcing that from November 1 customers can save up to [pounds sterling]1,000 on its new models by shopping online.

Totalise has launched a site offering savings of more than [pounds sterling]3,000 on new Ford models and has teamed up with breakdown recovery company Green Flag to inspect all vehicles before delivery and provide three years of roadside recovery.

Autobytel has launched a UK version of its U.S.

website, which sells 30,000 cars a month.

Importantly, it also sells most makes of used car.

Oneswoop, launching in January, claims to save customers 40 pc of the price of new cars from Ford, Peugeot, Rover and VW by sourcing right-hand drive cars from dealers in the European Union.

Peter Whiting, analyst at Williams de Broe, believes buyers use the net as an online brochure, although they will add to downward pressure on prices as the web allows drivers to compare costs nationwide.

Mobile video to reach 66% of traffic by 2015.(LIES, DAMN LIES AND STATISTICS)

Global mobile data traffic will grow 26 times between 2010 and 2015 and reach 6.3 exabytes (one billion gigabytes) per month. The projection comes from a new Cisco forecast that also says video will represent two-thirds of all mobile data traffic by 2015.

The figure calls attention to the coming challenges operators face as they look to expanding 3G and 4G services and devices on their networks.

According to the annual report, mobile data traffic grew 159% in 2010, roughly 3.3 times faster than wired Internet traffic. Cisco had previously projected growth to be roughly 149%.

Doug Webster, Cisco's senior director of worldwide service provider marketing, said four main factors will drive mobile data traffic in 2015:

--There will be 5.6 billion mobile devices and 1.5 billion machineto-machine nodes by 2015; roughly one mobile connection for every person in the world.

--Devices are going to have better processors and computing abilities, including using high-bandwidth content.

--Average bandwidth speeds are expected to increase ten-fold by 2015.

--More people will consume more rich content like video.

"The lines between fixed and mobile will converge, and the trends we're seeing on the fixed will be seen on mobile," Webster told FierceWireless.

The report projects that more carriers will follow AT&T, which was the first US carrier to move to usage-based pricing. Verizon Wireless has already said it has plans for tiered pricing, which may arrive in 2011.

"This is business for the providers," Webster told the Web news service. "They want to have more subscribers. They're not trying to minimize the amount of traffic, but they want to make sure they are compensated appropriately for the cost of delivering it."
